Activity 5.2 — indicator catalogue for Activity 5.3

The video explained the three frameworks and the design principles. This Genially is the catalogue — browse indicators by domain, read the details, decide which ones belong in your KPI Framework.

Three domain slides — Environmental, Economic, Social + Governance. Click any indicator card to open its full details: definition, unit, data sources, collection frequency. Final slide — a checklist of the six completeness rules before you finalise Activity 5.3.

Domain 3 · Social + Governance
Social and Governance indicators

Social: skills, community, wellbeing, rural resilience. Governance: process quality, stakeholder participation, institutional capacity. Select at least 3 governance indicators for your framework.

If working alongside Activity 5.3: Social indicators: Domain = SOC. Governance indicators: Domain = GOV. You need at least 3 from the purple governance cards.

Selection checklist
Before you finalise Activity 5.3

Run through these six checks. If any fail, go back and adjust your indicator selection before completing the template.

Activity 5.3 — Completeness Check section at the bottom of the template mirrors these six rules exactly.
The governance indicator rule: Your framework must include at least 3 indicators from the purple Governance cards on Slide 4. These measure whether your governance model is actually working — not just what the bioeconomy is producing. Without them, the framework is blind to the most common source of programme failure.
Quantity checks
Minimum 8 indicators selected. Fewer than 8 almost always means environmental and governance domains are missing.
Maximum 20 indicators not exceeded. More than 20 creates a monitoring burden that collapses in practice within two years.
If you have more than 20: prioritise ruthlessly. Ask yourself — would a different result on this indicator cause your institution to do something differently? If no, remove it.
Governance check
At least 3 governance indicators (GOV domain) included. Cover at minimum: one institutional capacity indicator, one process quality indicator, one participation indicator.
The three marked "GOV · Required" on Slide 4 are the minimum set. Add more if you have the data capacity to collect them.
Governance indicators are the hardest to collect and the most commonly omitted. They are also the most consequential for understanding whether your programme is working.
Domain coverage
At least one indicator from each domain: ENV, ECON, SOC, GOV.
At least 3–4 indicators explainable in one sentence to a non-specialist audience. These will be your headline dashboard indicators in Activity 5.4.
A framework covering only economic indicators is not measuring a circular bioeconomy — it is measuring economic activity.
Data readiness
Baseline data available for at least 50% of indicators. Write "to be collected Year 1" for the rest — but plan the collection.
Responsible institution named for every indicator. An indicator without a named owner will not be collected.
If fewer than 50% have baselines, the framework is aspirational rather than operational. Prioritise Year 1 data collection for headline dashboard indicators first.
All six checks pass? Your indicator selection is ready. Open Activity 5.3 and complete one row per selected indicator. The completed KPI Framework becomes the monitoring architecture for your Regional Action Plan in Module 10, and feeds directly into Activity 5.4 (Regional Dashboard Template).
